OPEN rows generally use CRL
For OPEN non-PwD rows, CRL is the primary comparator.
Reserved rows need category rank
EWS, OBC, SC, and ST rows often need category rank for meaningful comparison.
PwD rows are separate
PwD rows should not be compared without the matching PwD rank printed on the scorecard.
